Recent events have cast substantial doubt on this assessment, however. In September 1995, President Sali Berisha removed the Chief Judge of the Court of Cassation, the highest court in Albania, (1) shortly after the Court had issued a series of decisions adverse to the government. Some of these decisions concerned members of the ethnic Greek minority population in Albania. The removal of the Chief Justice appeared to violate the Albanian Constitution, but so far this action has been allowed to stand.
